Well, she's pretty, she has large...tracts of land, and she's in his face. Plus he's already worked up and off balance, so I think blushing is kinda understandable.

Oh, she also has a slightly predatory smile. So there may be some added unease. AND she's clearly somewhat unassailable, given that Fitz and others have complained about her and her candles and nothing's happened.

As someone pointed out, there's a lot of reasons for Fitz to be blushing or flustered. I don't think we've ruled out the possibility that Fitz is gay. We just haven't seen much evidence of his sexuality one way or another. Heck, he could be turning red because he IS gay, she knows it, and is still ribbing him as if he isn't.

Maybe I'm reading too much into it but I suspect one of the reasons that she is virtually unsailable is because she's got very close to her superiors. If the "appeal" doesn't work then that opens the path to blackmail. I suspect that Fritz realises that she's trying the same trick on him.

Like he's frustrated that she won't do her job right and is taking all the glory for the student's hard work. :/ I don't know about you guys but there's no way in Hell I would be attracted to someone who acts this obnoxious no matter how cute they seem.

Calm down, no one said Fitz is definitely gay because he turned her down. It was offered as an additional possibility to the ongoing speculation.
